Who's Gov. Abbott's third TCEQ appointment?

The Houston Chronicle reports that Gov. Greg Abbott has appointed Bobby Janecka as the third commissioner on the TCEQ.
Public Citizen, reports Erin Douglas, wrote in a statement "that it would have been preferable to appoint someone from 'outside the halls of Texas government.' The organization said Janecka’s policy experience on radioactive waste and the disposal site in Andrews County is cause for optimism."
And Environment Texas tells Douglas: "We’re hopeful that Commissioner Janecka brings more attention to environmental quality and public health over just the promote-business-at-all-cost attitude that we’ve seen in TCEQ leadership for too long.”
